Summary of Job Description
We are currently hiring a qualified Senior Human Resources Manager who possesses a minimum of a Bachelors’ degree with 10 years’ experience post-qualification experience, or Masters’ degree with 8 years’ post qualification experience in a suitable and relevant field in Human Resources (HR) activities and management. The candidate must demonstrate proven track record in a senior HR role to join our Human Resources team at the National Roads Authority.
The Senior HR Manager reports to the Director of Human Resources & Administration (DHRA). He/she is expected to provide strategic leadership and direction to the HR team. He is expected to take a lead role to advice and direct matters relating to HR & Administration, providing advice on key personnel issues by ensuring that the principles laid down in the staff service rules of the NRA are adhered to by all the staff and in all circumstances. The candidate is also expected to develop and implement HR strategies and initiatives aligned to corporate objectives. The candidate is expected to demonstrate capability to provide sound advice to senior management on critical HR issues and organisational development. He/she has management and supervisory responsibility over senior staff under the HR and Administration Department.
Job Purpose
The main purpose of the work of the Senior Human Resources Manager is to assist the DHRA in ensuring that the Human Resources and administrative functions of the Authority are implemented in an effective and efficient manner. This includes overseeing staff recruitment to ensure talent acquisition and retention; compliance with labour laws and regulation; implementation of performance management and improvement systems; training etc., and the implementation of sound human resources and admin policies and procedures.
Qualifications and skills
The candidate must possess a minimum of a Bachelors’ degree with 10 years’ experience post-qualification experience, or Master’smiddle- tooith 8 years’ post qualification experience in human resources management/development, Personnel Management, Industrial Relations, Public/Business Administration or related field with at least eight (8) years satisfactory work experience in a similar role or middle to high-level position in HR or Admin or other directly related disciplines.
General professional experience
· At least 8 years of relevant professional experience in a similar role in the HR and Administration field.
Specific professional experience
At least 8 years of professional experience in different HR and Admin, including but not limited to:
· Financial and resource management
· Technical and administrative supervision, control and career development of the staff of the Authority.
· Staff appraisal, training, mentoring and development
· Initiating and implementing staff performance and appraisal systems
· Job evaluation; developing Scheme of Service
· Coordinating the administration of staff welfare schemes
· Staff welfare schemes and other personnel policies.
· Leadership and organisational skills
· Problem solving and critical thinking
· Staff management & supervisory roles
· Possession of a HR qualification or Membership of a HR professional body.
Duties and Responsibilities:
The Senior Human Resources Manager is expected to perform the following range of duties:
1. Work with DHRA to lead the strategic HR & Administrative functions of the Authority.
2. Provide guidance and advice on all matters relating to HR & Administration.
3. Provide strategic leadership and direction to the HR team
4. Advise and act on personnel issues by ensuring that the principles laid down in the staff service rules of the NRA are adhered to by all the staff and in all circumstances.
5. Oversee the recruitment process and ensure the organisation attracts and retains top talent;
6. Develop and implement HR strategies; systems, initiatives and processes aligned to corporate objectives.
7. Oversee staff training and development plans and ensure their timely implementation;
8. Oversee performance management and improvement systems;
9. Work with DHRA in leading the conduct of periodic staff and organizational reviews.
10. Take a lead role in the preparation and review of the service scheme to ensure uniform standards, procedures, and qualities in all job cadres of the Authority and ensuring realistic qualifications and training requirements are set to maintain professional standards.
11. Provide leadership and direction for the preparation of the annual manpower plan and budget.
12. Organise and coordinate periodic staff performance appraisals.
13. Perform any other duties as may be assigned by the DHRA.
