RFP – CONTRACT MANAGEMENT TRAINING & DEVELOPING A CONTRACT MANAGEMENT SYSTEM (CMS) FOR THE NATIONAL ROADS AUTHORITY (NRA)

SAUDCONSULT-GAMTECH/JV is seeking a qualified Training Provider to conduct Capacity Assessment and subsequently develop a Training Plan to enhance the Knowledge, skills and capabilities of NRA staff in contract management. The primary objective is to build NRA capacity in contract management by providing its staff with the necessary knowledge of contract management stages (pre-signature & post-signature) to create, administer NRA procurement contracts, develop and manage NRA Contract Management System (CMS) based on GPPA, multilateral financial institutions and FIDIC contracts forms.

  1. Scope of Work:

The consultancy requires the following tasks to be performed:

  1. Assess the current state of NRA knowledge of contract management (GPPA, multilateral financial institutions & FIDIC Contracts).
  2. Provide recommendations, and a roadmap for NRA staff capacity improvement in contract management.
  3. Develop a comprehensive contract management training plan tailored to the specific needs and requirements of NRA procurement of works, goods and services, covering GPPA, multilateral financial institutions and FIDIC contracts. The training will cover such areas as different types of contracts (consultancy services, works, goods and services), conditions of contract, contract clauses, contract negotiations, variations, contract claims and contract amendments.
  4. Deliver inhouse training sessions for relevant staff, ensuring hands-on experience and knowledge sharing.
  5. Develop NRA Contract Management System (CMS) based on GPPA, multilateral financial institutions and FIDIC contracts including software’s usage. This leads to developing a suite of Contract Documents for NRA to cover all types of construction contracts handled by the NRA.

The primary objective is to build NRA capacity in loading, analysis, design and construction of bridges and culverts, and the procedures for the inspection, investigation and maintenance of bridges and culverts. The Consultant shall also develop a Bridge and Culvert Inspection and Maintenance Manuals for NRA.

  1. Scope of Work:

The consultancy requires the following tasks to be performed:

  1. Assess the current state of NRA knowledge of bridge and culvert design, construction and maintenance.
  2. Provide recommendations, and a roadmap for NRA staff capacity improvement in bridge and culvert design, construction and maintenance.
  3. Develop a comprehensive Bridge and Culvert training plan tailored to the specific needs and requirements of NRA with regards to the loading, analysis, design, construction, inspection and maintenance of bridges and culverts. The advantages and disadvantages of the different forms of bridges and culverts should be discussed during the training. The training will also cover British, European and Americans standards and codes of practice, and guidelines relevant for the design and construction of bridges and culverts.
  4. Deliver inhouse training sessions for relevant staff, ensuring hands-on experience and knowledge sharing.
  5. Develop Bridges and Culverts Design Standards as well as Inspection and Maintenance Manuals for NRA.

DESIGN REVIEW & CONSTRUCTION SUPERVISION OFCONSTRUCTION WORK FOR BB HOTEL BRIDGE

Procurement No: NRA/TECH/2024/358/RFP003  ​​          Date: 3rd October 2024

The National Roads Authority through the Ministry of Transport Works and Infrastructure (the ‘Employer’) has received financing from Ministry of Finance and Economic Affairs, towards the cost of Constructing the BB Hotel Bridge and wishes to invite proposals from eligible   Consultant   empaneled   for Design Review and Supervision   engaging as Authority’s Engineer (AE).

Selection of AE shall be as per selection procedures given in the Model Agreement for Construction work for BB Hotel Bridge in the Greater Banjul Area. The selected AE shall be intimated to the Contractor. The proposal shall be submitted in English Language and all correspondence would be in the same language. As per the Terms and Conditions   of   the Agreement (s), the Authority’s Engineers shall perform all the duties as per TOR including but not limited to :-

1. Issue taking-over (hand-over) certificates,
2. Review of the designs,
3. Review and approve Contractor’s working and/or shop drawings, and construction schedule /programme,
4. Supervise the construction works,
5. Issue site instructions and request for information to the Contractor,
6. Advise/report to the Client on the progress of works,
7. Inspect and test works and materials,
8. Review of the methodology proposed to be adopted by the Contractor for executing the works,
9. Approve payment certificates,
10. Arrange regular reporting and coordination meetings,
11. Deliver to the Client the “As-built drawings” and other construction documents required under the Contract,
12. Approve quality assurance plan submitted by the Contractor, and
13. Approve the Contractor’s traffic management plan.

The National Roads Authority (NRA) now invites eligible consultants to indicate their interest in providing these services. Interested consultants mustprovide information indicating that they are qualified to perform the services (i) information detailing the company’s existence and areas of expertise (ii) list of similar assignments and experience in similar conditions, (iii) financial statements (iv) list of overall permanent and temporary staff in fields related to the assignment and (v) any other relevant information. Consultants may constitute joint ventures to enhance their chances of qualification.

Eligibility criteriaestablishment of the short-list and the selection procedure shall be in accordance with the Gambia Public Procurement Authority’s Rules and Procedures for the use of Consultants (GPPA ACT Section 25. INVITATION TO BID FOR THE PROVISION OF LEGAL CONSULTANCY SERVICES TO THE NATIONAL ROADS AUTHORITY (NRA)

 

INTRODUCTION

The National Roads Authority (NRA) was established in 2003 by an Act of Parliament and vested with the statutory responsibility for the administration, control, and maintenance of all roads in the Gambia and the financing of its operations through the setting up of a Road Fund.

The National Road network (approximately 11,000 km of roads) is being managed by NRA. The NRA’s scope of works has been increasing constantly over the years with the introduction of new road projects, and the planned construction of several other roads in the coming years.

Since the enactment of the Act in 2003 and the establishment of the NRA, changes have occurred that requires a review of the Act to make it more appropriate to the current challenges and realities faced by the Authority.

2. OBJECTIVE

The main objective of this legal services is to review and update the National Roads Authority’s Act 2003, and the Regulations to guide the operations and the day-to-day management of the Authority.

3. TERMS OF REFERENCE/SCOPE

The expected deliverables for the legal services are as follows:

To review and update the current 2003 NRA Act of Parliament.
To review and update the existing draft regulations with a view to assist in its implementation and subsequent enforcement.

4. QUALIFICATION & EXPERIENCE

The legal professional/firm must demonstrate experience and proven track record of providing similar services.

The employees of the firm that will work on this assignment must possess a minimum requirement of a bachelor’s degree in law with at least 3 years work experience. Partners/Associates/Leads representing the firm must possess a minimum of Master’s degree in law with at least ten (10) years’ experience in a similar assignment.

Applicants must submit evidence of the technical capability and suitability of their employees for the legal consultancy services, as well as provide the charge out rates for each employee.
