ORGANIZATIONAL POSITION
The Quantity Surveyor supervises the work of the Assistant Quantity Surveyors. He/she reports to the Contracts Manager on the day-to-day execution of his/her duties. The post holder is responsible for all issues relating to the day-to-day administration and management, which includes providing advice on types of contracts appropriate for different type of works, and preparation of cost estimates and bills of quantities for construction works. His role also includes the review and verification of works on site for payment purposes.
DUTIES AND RESPONSIBILITIES
The duties and responsibilities of a Quantity Surveyor (QS) are as follows:
- Candidates will be responsible for the daily supervision of the staff of the Contracts department, which includes Quantity Surveyors
- The Quantity Surveyor will be responsible for the preparation of cost estimates and bills of quantities for road construction and maintenance works, as well as all other associated road infrastructure works, such as culverts and bridges.
- He/she will be responsible for reviewing, verifying, and processing of interim payment certificates from service providers, such consultants and contractors.
- The quantity surveyor will be responsible for processing and making follow-ups for duty waiver applications.
- He/ she will be responsible for assessing, reviewing, verification and processing of invoices and Interim Payment Certificates (IPC) from consultants.
Providing advice to management on the suitability of type contract for the various construction works that NRA is involved with.
- Verification of contracts and identifying variances.
- He/she will be responsible for measurement of work items on site for payment purposes.
- Assisting line managers on contract management.
- The quantity surveyor will be reporting to the Contracts Manager.
- Any other duty as may be assigned by the Contracts Manager.
QUALIFICATION AND EXPERIENCE REQUIREMENTS
Candidates most possess BSc or equivalent degree, in Quantity Surveying from a recognized institution with at least 3 years relevant professional experience. Those candidates with HND in Quantity Surveying with five (5) years proven progressive work experience, or a Civil Engineering degree with significant experience working as a QS in the last five (5) years, either in the public or private sector will be considered for this post. Membership, or working towards membership of a relevant professional organisation, will be an advantage
ESSENTIAL REQUIREMENTS
- Familiarity, knowledge, and experience in the application and use of the different types of contracts
- Ability to provide cost estimates and prepare detailed Bills of Quantities (BoQ) for construction works
- Knowledge and experience in tender evaluation
- Competencies in cost planning
- Knowledge in procurement and tendering procedures
- Experience in reviewing and assessing IPC’s for payment purposes
- Competent in reviewing contract documents
- Knowledge of GPPA rules
