Job Description

We are currently looking for a qualified Social Safeguard Officer of Gender background with 5 to 7 years of experience to join our Planning and Development Unit in the National Roads Authority. The candidate should have a bachelor’s degree (or equivalent diploma) plus 5 years of minimum professional experience in Social Development and Gender, environment, climate, or any other directly related disciplines. Experience in conducting social impact assessment, monitoring and implementing social safeguard frameworks, reporting, policy making, planning, and any other necessary social issues.

 

Qualifications and skills

  • Bachelor’s degree (or equivalent) in social sciences such as political science or policy, sociology, anthropology, Development studies, gender studies, social assessment studies, or related fields.
  •  Advanced computer skills and full proficiency in the use of relevant software applications in using computers and software such as SPSS, and Microsoft Office suite.
  • Proficient in local languages such as Mandinka, Wolof and Fula

General professional experience

  • A minimum of 5 years experience working in the region in accordance with social security policies, including involuntary relocation.
  • Experience in areas relevant to social safeguards such as land acquisition, compensation or resettlement, vulnerable groups and individuals, gender, livelihoods, participation, and civic engagement, social impact analysis, and assessment of social risks.

Specific professional experience

At least 4 years of professional experience in different social safeguard-related aspects of transport infrastructure, including but not limited to:

  • Demonstrated expertise and understanding of Social Safeguard Frameworks of donors, social safety policies, and donors/development partners operations, particularly regarding complex safeguard activities.
  • Extensive experience with the pertinent laws, rules, and procedures as well as the workings of executing agencies and international development organizations.
  • Proven experience and skills in Social Safeguards in Project Cycles.
  • Demonstrated ability to work across different partners, including government entities, civil society organizations (CSOs), neighborhood networks, and the confidential area.
  • Experience with the project cycle and procedures of the international funding agencies e.g. World Bank, EU, etc.
  • Familiarity with the risks and mitigation measures associated with Sexual Exploitation and Abuse/Sexual Harassment (SEA/SH) and gender-based violence (GBV) to guarantee that these risks and measures are incorporated into the ESCP and SEP.

 

Duties and Responsibilities

The social safeguard officer is expected to conduct the following range of duties:

  • Planning and monitoring project implementation in accordance with the safeguarding instruments specific to every project.
  • Conduct social due diligence on each NRA project as soon as the conceptual technical design and scope are specified, as outlined in the safeguard’s instruments.
  • Closely collaborate with the consultant and contractor in the implementation of Social Management Plans for projects, as appropriate.
  • Develop monitoring reports jointly with the Safeguards Consultant, as specified in the safeguard’s instruments.
